Transcode uploaded videos

As an Administrator, I want to set bitrate parameters for videos uploaded to Korbyt, and flexibly transcode media to ensure bitrates are at the appropriate threshold for the fleet of player types in our environment. We’d like to see the ability to transcode media based on either player or playlist to ensure all content is optimized for viewing.
