Support for HEIC files in Media Manager

As a Comms Admin, I want to upload and manage HEIC image files within the Media Manager so that I can easily use content captured from iPhones without needing to manually convert file formats.

Acceptance Criteria:

• Users can upload .heic files directly into the Media Manager.

• Uploaded HEIC files are automatically converted to a compatible format (e.g., .jpg or .png) upon upload.

• The converted file retains original image quality and metadata where applicable.

• Users are notified if a conversion fails or the file is unsupported.

• Converted files are visible and manageable like any other image asset in the CMS.
