Predefined forms - ability to select a tag for submitted layouts

Tags are often used to automatically publish layout submissions from predefined forms. Users use location based tags to assign them to location based clever rules. Templates are duplicated for each location so that the submissions land where they need to. However, all the templates are the same. If a new location is onboarded, users need to duplicate all templates. If a single template needs a change that work needs to be duplicated for each location. To solve for this: Ability to add a tag selector within the submission form. Only a subset of tags should be allowed and configurable. For example - only location tags. User does not need to see all tags such as Corporate-Comms, just location tags that are selected - TX, NY, CA.
