Disable the add another resource option by user group

The add another resource button must be removed for certain users so that they cannot add global addons to existing bookings, as the user can by-pass the authorization process. There are a lot of rooms that are self-service. There are no add-ons available to these rooms, but users can add global add-ons to the booking when they should not be allowed. However, administrators need to be able to add global add-ons.
