Cut off time rather than cut off period

It would be great to have a functional cut off time for services/add-ons in addition to the cut off period.

For example we currently use a 24 hour cut off period but really want to be able to prevent services being added after 12pm the day before the booking no matter what time the booking/services are needed.

I believe this is an option in the settings today but that it is not functional or is very prone to glitches/bugs.
