New 'Allow Book for Someone Else' Setting for the Mobile App

A new Allow Book for Someone Else setting has been added under Global Settings → Mobile, letting administrators control whether the Book-for-Someone-Else option is visible to users in the Mobile App. The setting is ‘Yes’ by default, preserving current behavior, switching it to ‘No’ hides the option entirely from the Mobile App.
